Are you saying that there are no examples across the whole of the Scottish Government of statutory duties being part funded from outwith Government funding?
There are opportunities, and we need to be careful that we focus not only on the adequacy of funding or otherwise, but on how well we use existing funding, which is quite considerable.
This is something that councils will welcome as it increases local flexibility.
However – and there is always a “however” with local government funding – the increase in 2026-27 falls far short of what COSLA called for in December.
