Judicial review serves a function but you would have to be fairly sophisticated to know about that. It works quickly once you get going, but one of the issues is that if a local authority is systematically unable to fulfil its statutory functions it can avoid judicial review by giving someone accommodation for one or two nights, and so the problem recurs.

An awful lot of time is spent getting warrants approved and signed on the basis of drawings, but what is the point of looking at drawings if the contractor can do whatever they want with them out on site, knowing that nobody will look into it any further?
