A key concern we heard is whether there remains sufficient time for any replacement funding to be available from its start date and if not, how any 'gap' in funding would impact on those who currently oversee and deliver projects and those who are recipients of funding in Scotland.

In our view, that is a move to light-touch regulation. We know from the banking and other scandals that light-touch regulation is not the right way forward.
Am I right in hearing you as saying that, after a certain date, we will be in the new regime and that up to that point—and this will probably relate to the date of the sequestration—we will be in the previous regime?
In France, people get e-mail and text alerts that say that blood donations can be taken at a particular place, date and time. People are therefore kept up to date.
