The Committee, including these two members, agreed to include a paragraph in the executive summary noting that they do not support the general principles of the Bill and stating that the report reflects the views of those on the Committee who support the Bill..
The LCM indicates that if satisfactory amendments are made to the Bill to respect the devolution settlement, the Scottish Government may be able to recommend that the Scottish Parliament consents to the Bill.
On balance, at this stage, and in light of the overall set of provisions set out in this Bill, we favour retention of the serious harm test in the Bill.
Analogous terms to net-zero such as “zero carbon” or “carbon neutral” are not referred to in the Bill or 2009 Act. They are often used colloquially to refer to the net-zero emissions target as defined by the Bill.
