Following the evidence session, the Minister moved motion S6M-03605—
That the Net Zero, Energy and Transport Committee recommends that the Local Heat and Energy Efficiency Strategies (Scotland) Order 2022 [draft] be approved.
Rural Scotland is being overwhelmed by, in my view, inappropriate submissions for on-shore windfarms and there is pressure on local people to comply with these.
Failure to comply with such a notice would allow the authority to go in and do the work itself, recovering the costs from the hedge owner. There is a right of appeal to the Scottish Ministers against decisions of an authority and any high hedge notice issued by it.
However, Mark McDonald MSP disagreed, noting—
I ensured that local authorities had the opportunity to set their fees because I did not believe that a simple centralised fees system was the right way to go. I chose not to put a cap in, because the evidence from Wales was that, if fees are capped, everybody goes to the cap and charges the maximum amount.
Glasgow Night Shelter was established in December 2011 for destitute asylum seekers and people with insecure immigration status in Scotland. It is currently for men only, but there are attempts to seek a larger space that can accommodate women.
