On the point about Parliament marking its own homework, Liz Smith referred to the evidence from one commissioner who said that he has produced seven reports for Parliament—two annual reports and accounts, one operational report, a code of practice and three separate assurance reviews—and has been called to committee once.
For each industry and even down into individual product codes, it has measured the intensity with which those regulations apply to UK and Scottish businesses that are trading with the EU, but do not apply in Northern Ireland.

The employer compliance work will go into their core PAYE system and look at the way in which expenses are posted, the way codes are allocated and whether the update codes that they receive from us are properly allocated.

Teachers must also take account of the Code of Professionalism and Conduct which sets out key principles and values for all teachers to uphold standards of personal and professional conduct, honesty and integrity.
The appointment letters also have a provision of a QR code which has been introduced after having a consultation with the policy, marketing, public and third sector organisation to ensure that people have information in accessible formats.

The Scottish Government recognises the negative impact that late payment can have on the cash flow of small businesses and we work closely with the office of the Small Business Commissioner, including to help promote the Prompt Payment Code. We encourage businesses to commit to prompt payment through the Scottish Business Pledge.

Where we are legally able to do so and have evidence of the need to intervene the Scottish Government will do so, such as amending the Councillors’ Code of Conduct to emphasise that bullying and harassment by Councillors is completely unacceptable and will not be tolerated.
