We rapidly debated difficult amendments that deserved proper consideration, and there has been no good explanation of why the legislation must pass in 2022—three days before Christmas—when we could spend 2023 fixing its flaws.
Is the hub “largely” populated by officers, or is it exclusively populated by officers? To date, as we have been creating the ALEO hub, it has comprised officers.
The committee is seeking an opportunity to debate the findings of our report in the Parliament. As soon as the date of such a debate is agreed, members will be informed by the clerks.
I absolutely accept that. Our comment is somewhat out of date. Until the relatively recent introduction of the first-tier tribunal system, the Scottish system had three layers and not four.
One consequence is that all councils now have written policies, although there is a question about how up to date they are and how well they reflect current circumstances.
The plan is that the bill will change that to six months from the date when evidence comes to light. Is that amendment a positive step in the right direction?
In the state of the economy reports that I have put on the Scottish Government website for the past three or four months, I have included the Bank of England's fan diagram for anticipated GDP in future years, which is published in the bank's Quarterly Bulletin.
