I mention that especially because of the bòrd's aim and belief that the first national Gaelic plan ever should be implemented in 2007, which is the year of Highland culture. If the bill goes through as drafted, access would be provided without consent, so although the GMC would continue to say that it is best practice to seek consent wherever possible and to ensure that people know what information about them is being used for, the GMC's advice would be just that—it would be advice and guidance.
