What I do know is that the First Minister has, on many occasions, talked of the sovereign rights of the people of Scotland. In response, I would say that it is the sovereign right of the Parliament to raise or lower the rate of income tax—a right that was voted on by the people of Scotland—and no minister should have removed that right by refusing to pay a bill without bringing the matter before MSPs representing the people of Scotland in the chamber.
