I think that you are arguing that we cover most cases with the current legislation; we do, but we also need to consider the 5 per cent whom we do not cover and who might have a chance of getting out. In our particular situation, the offender is a relatively young man and, provided that his rehabilitation is good enough from the Parole Board’s point of view, he has an opportunity to get out of prison as a relatively fit man at the relatively young age of 45.
