The “taxonomy approach” is a classification system for budget spend lines, setting how they align (or don’t) with emissions reduction goals. The 2022 report said this would be developed over the coming years, with the Scottish Government considering how to both “deepen” the taxonomy and expand its coverage so it will be more useful for scrutiny.
