That suggested to me that, as long as the schools and the other organisations were aware of the national outcomes, that would be enough. Is that enough, or do we need to pin them down more? That is a difficult question to answer, in many respects.
I doubt that that would happen; it simply could not be done under the Parliament’s dignity at work policy, which mentions pin-ups. Page 3 is a pin-up, and therefore the question is very straightforward.
Unless we are, after 25 years, mature enough to do that—John Swinney was right to point to a democratic deficit—we will be in a terrible cul-de-sac that we cannot get out of for the people of Scotland.
In committee, I put it to Professor de Londras that the bill simply means that, in a legislative sense, we are preparing ourselves for the future, so that in the event of another emergency we will have the legislative competence to enable us to deal with it in this Parliament.
