However, if the Scottish Government were to consider the devolution of an inherently unfair and discriminatory system, in creating a new benefit, which you would hope would be in line with the Parliament’s progressive ambitions on devolution, it would surely want the people who were sitting round the table advising it on the new benefit to have lived experience...
