Financial implications for ESS
The financial memorandum states that "it is not possible to accurately estimate the ongoing costs to ESS associated with the provision in the Bill" as this will depend on a number of unknown factors.
They asked for clarity on how any release schedule included in the Bill would align with this capacity and of any contingency planning for handling an increase beyond planned limits.

There was significant concern among Committee members that there could be up to 150,000-200,000 voters in Scotland without the forms of identification that the Bill proposes would be required in order to cast a vote.
Committee View on Clause 11 Amendments
The Committee welcomes the progress which has been made by the UK Government and the devolved Governments in seeking an agreement to amend Clause 11 of the Bill. The Committee also recognises that all parties are committed to finding an agreement and that the UK Government and Welsh Government have done so.
