I suggest that it was a flaw in the Parliament’s legislation that those of us who were in the Parliament in 2004—neither Iain Gray nor I were—did not realise that the co-ordination that was hoped for had to be made compulsory and that integration had to happen and should not be left to individual health boards and local authorities across Scotland.
