Motion, as amended, agreed to, That the Parliament notes that the Patient Rights (Scotland) Act 2011 establishes a legal 12-week treatment time guarantee for eligible patients who are due to receive planned inpatient or day case treatment; further notes that Audit Scotland has shown that this has not been delivered for all patients; acknowledges the impact that long and unknown waits can have on an individual’s work, family life and mental and physical wellbeing, and believes that, in the interest of patient care and the principles of honesty and transparency, NHS boards should communicate an accurate expected waiting time range to patients; supports the Scottish Government making any necessary changes to the Charter of Patient Rights and Responsibilities and guidance to NHS boards to ensure that this is delivered, and believes that, to meet the evolving needs of the people of Scotland, NHS and care services must be supported to shift the balance of care from acute to primary and social care where possible, and that effective engagement with the public will be key to this being achieved.
