Procurement is now devolved in many ways, but that is while we are in the EU. When it comes back to the UK, we will need to allow councils to buy local and to pay the living wage.
The challenge is to make sure that we provide funds in a way that helps sustainability, growth and new starts and, at the same time, is what is required for more established events, including festivals, at a time of change.
