In its pre-budget scrutiny report in 2019, the Committee noted the striking regional disparities in the award of RSA over the last five years.
The purported approval requirement is not, either on its own terms or by virtue of ILRA, a pre-condition to the making of an instrument of the type in view.
The Bill would also clarify when certain medical procedures can be carried out before a person dies in order to help prepare someone for donation. The Bill calls this pre-death procedures. It proposes that some procedures may go ahead where authorisation for donation would be deemed.
