To ask the Scottish Executive whether it is ensuring that, in reducing the use of agency or bank staff, NHS boards are meeting agreed staffing levels in all units and agreeing any reductions in bank and agency staff with staff partnerships.
Even on Friday, NHS Grampian could not give us opening dates. That is unacceptable. It says that there are not enough acute beds, but if it opened those units, there would be no difficulty at all.
