I refer the member to the Scottish Governments National Workforce Strategy for Health and Social Care, where we committed to developing a Remote and Rural Workforce Recruitment Strategy for Health and Social Care by the end of 2024.
The submission states that the Scottish Government provides grant funding for the Scottish safety camera programme, which supports targeted enforcement.
Committee consideration
In respect of the powers in old section 14A, the UK Government set out in the explanatory notes to the Bill that:
these powers are intended to be used to set out measures to avoid the emergence of a workforce consisting of ex-public sector employees and private sector employees, with each group on different terms and conditions, commonly known as a ‘two-tier workforce’.

We remain committed to building a culture of continuous learning and improvement in workforce planning, including through the guidance we developed to support the development of health board and HSCP three-year workforce plans.
I have given you some indication of the scale of those challenges, and the funding that is available to us to deal with that backlog element is the recovery funding.
