It was argued that such a situation would lead to a revolving door for recall cases, that it would place an unnecessary burden on resources and that it would defeat the key purposes of the arrangements.Under the custody and community sentence structure, offenders will have the opportunity to use their time on licence in the community to address their offending behaviour and to turn their lives around. However, during the community part of the sentence, the offender can, if necessary, be appropriately restricted and supervised to ease their reintegration into the community and to protect the public.
