That is why I intend to make changes to strengthen the Scottish ministerial code. Investigations into alleged breaches of the code will no longer happen only at the instruction of the First Minister.
The approach will build on existing investment mechanisms, such as the Woodland Carbon Code and “The Peatland Code”. Market development will take time to come to fruition and will depend on partnership work across the public, private and third sectors.
