Given the Scottish Government’s very slow progress to date on decarbonising heat and Citizens Advice Scotland’s recent call for greater investment and action on tackling heat emissions, what new action will the Scottish Government take to tackle emissions from heat, to help Scotland to reach net zero emissions?
Basic payments for 2018 started on 19 March, and more than 14,300 payments, worth £289.8 million, have been made to date. We are on track to deliver pillar 1 and pillar 2 payments in line with the schedule that was published in December last year.
Ministers accepted that advice, and that a replanning exercise would take place to establish a new delivery date. That reflects the importance that the Government places on achieving a safe, effective and smooth transition that delivers continuity of service for rail users and staff.
