The AGER report said that the Scottish Government’s commitment to inclusive growth has a strong regional dimension, recognising the significant differences in economic opportunities, activities, levels of output and income per person that exist in different parts of Scotland.

Given the evidence set out earlier in the report on the differing local economies across Scotland, the Committee agrees that this approach must be pursued with urgency. The Committee notes SE’s pilot activity around a ‘place based’ model and asks it to set out its longer-term plans for this approach.
The draft Regulations seek to provide more time for Electoral Registration Officers (EROs) to conduct canvass activity by prescribing a later date for publication of the revised electoral register in the context of the Coronavirus outbreak and the impact that it is having on the capacity of EROs and their staff.
The Committee therefore strongly encourages the Commissioner to play an active role in ensuring that the welfare and human rights of children and young people involved in youth football are not overlooked.

Defamation actions cannot be taken after someone has died
Although there has been considerable activity in this field, including a Scottish Government consultation in 2011 (see Chapter 12 of the SLC Discusion Paper), it is not possible for actions to be taken in Scotland in relation to defamatory statements made after someone has died.
Members questioned why the enhanced level of scrutiny provided for in the draft instrument did apply to applications for civilian posts with the police, as some of those posts may have access to very sensitive areas of police activity, such as criminal intelligence, forensics, forensic accounting and information technology etc.
There have also been instances where NGOs such as conservation bodies have undertaken covert video surveillance of purported illegal activity and this has been deemed inadmissible by the COPFS1Duff, P. (2017).
