This update included further details of “an ambitious programme of local co-design activity” to be undertaken over the summer period and the formation of an “initial consensus proposal between the Scottish Government and Cosla (on behalf of local government) … on a partnership approach that will provide for shared legal accountability”.

Carbon assessment
The Climate Change Act 2009 requires the Scottish Government to provide assessments of the impacts on greenhouse gas emissions of activities funded by its budget. The Climate Change (Emissions Reduction Targets) Act 2019 also requires a carbon assessment of the Infrastructure Investment Plan.

In light of the serious concerns of some stakeholders responding to the lead committee’s call for views, this Committee agreed to take oral evidence on the delegated powers provisions in the Bill.
