Main UKETS Authority response to consultation

We have therefore explored alternative ways to give effect to the cap in the short term until the Northern Ireland Assembly is formed, at which point we will be able to lay the affirmative instrument in the Scottish Parliament and the Committee will have the opportunity to scrutinise the new ETS cap trajectory.
