Changes to powers and functions of the Care Inspectorate
The Bill proposes some minor changes to the powers and functions of the Care Inspectorate, namely:
enabling the Care Inspectorate to cancel a service’s registration without first issuing an improvement notice under certain circumstances
allowing for Health Improvement Scotland (HIS) to support the Care Inspectorate in carrying out inspections (with HIS potentially charging for services).

Amendment 20, in the name of Tavish Scott, sought to include a new provision in the Bill which would specify that all Scottish public authorities, when publishing maps and associated documents, must show Shetland in its correct geographical location in relation to the rest of Scotland.

How can we make sure that everyone who is eligible is aware of Scottish flexibilities? Finally, there are a number of bills going through Parliament at the moment, such as the Fuel Poverty (Target, Definition and Strategy) (Scotland) Bill, the Transport (Scotland) Bill and even the good food nation bill, whatever its current status might be, that provide opportunities to look at how costs for people on the lowest incomes can be reduced or limited so that they can participate in society just like everybody else.

Business Motion The next item of business is consideration of business motion S5M-22065, in the name of Graeme Dey, on behalf of the Parliamentary Bureau, setting out a timetable for the stage 3 consideration of the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Bill. Motion moved, That the Parliament agrees that, during stage 3 of the Animals and Wildlife (Penalties, Protections and Powers) (Scotland) Bill, debate on groups of amendments shall, subject to Rule 9.8.4A, be brought to a conclusion by the time limits indicated, those time limits being calculated from when the stage begins and excluding any periods when other business is under consideration or when a meeting of the Parliament is suspended (other than a suspension following the first division in the stage being called) or otherwise not in progress: Groups 1 to 3: 50 minutes Groups 4 to 6: 1 hour 35 minutes Groups 7 and 8: 2 hours 20 minutes Groups 9 to 12: 3 hours 15 mins.
