Professor Tierney, while accepting that considering and debating policy is "difficult to do at the height of an emergency", believed that where that does not happen could lead to problems with comprehension and enforcement:
You will certainly get the position in which parliamentarians, the public, businesses and the people whose job it is to enforce the law will not really understand the law and will not necessarily buy...
This is because money raised, for example through right to buy sales or from rent, can only be spent on the providing, maintaining or investing in council housing.

The buying out of Highlands and Islands Airports Limited (HIAL) Public Finance Initiative (PFI) deal on the development and operation of the Inverness Airport Terminal is not under consideration by Scottish ministers.
Of course, I will maintain close contact with my Home Office colleagues, because building partnerships is the important aspect of the matter, as the motion indicates.
