It has the following outcomes—
Locally distinctive places reflect the diversity of communities and support regeneration and town centre vibrancy;
Cultural and creative industries are expanded, providing jobs and investment; and

Announcing the change, the Minister for Zero Carbon Buildings, Active Travel and Tenants' Rights, Patrick Harvie MSP, stated:
“As the cost of living crisis continues, these measures are giving important support to tenants, providing them with much-needed stability in their housing costs and additional eviction protections.
A 50% discount for mini-buses from island and mainland schools to make it cheaper for pupils to travel for extra-curricular activities.
The Scottish Government currently offers a range of support for ferry travel for young islanders.
In considering use of the Continuity Act power, the Scottish Government will pro-actively engage with relevant stakeholders and local Government, and ensure that representations are considered as part of the decision making process, along with a range of other available information and evidence.
