I want to get a clear indication of why the Executive is proposing to take the route that it has chosen and how it will ensure that the system functions, if it is put in place.As has been said, permanence orders are a crucial part of the bill. They are about changing the lives of young people who go into local authority care and about moving from the very uncertain system that we have had until now to a system that, by definition, gives young people a degree of permanence in their lives.
