I have to note that the petitioner was asked to provide a written submission and to date that has not been received. That leaves us hanging a bit, because we do not know what the petitioner’s reaction has been to the Government announcement on funding and the NTS.

Of course, the option is always open to the petitioner to come back at a later date, after 12 months, should she feel that the issue has not been addressed to her satisfaction, but hopefully her own local authority will now allow her to pay on a 12-month basis.

At our most recent consideration of the petition, in September 2018, we acknowledged the petitioner’s frustration with the time that it has taken for any progress to be made on the issue and agreed that it would be helpful to take oral evidence from Police Scotland and the Cabinet Secretary for Transport, Infrastructure and Connectivity or his officials. In advance of agreeing a date for that evidence session, we have received an update from the Crown Office and Procurator Fiscal Service.

Obviously, we will have to wait and see but, in the meantime, we can close the petition and advise the petitioner that she can come back with another petition at a later date. I am happy with that. I think that there is a recognition that, whatever we do, we recognise the importance of the petition and that it has secured some movement.

It has assured us that those assessments will be undertaken, that officers will be trained and that issues will be addressed before the roll-out. The anticipated introduction date is autumn 2018.
