Any person with a genuine concern relating to the finances of a council can refer it to the Accounts Commission at any time. If the Accounts Commission, or the Audit Scotland staff who serve the Accounts Commission, consider the subject matter to fall within their remit they will initiate preliminary enquiries.I understand that the matter in question has already been raised with the Accounts Commission.
