The faculty's handling of complaints is very much an internal mechanism to see whether the faculty is living up to its standards. When you used the phrase "not dealing with complaints", did you mean complaints about redress or did you mean that complaints should be examined to see whether they are justified?

I suggest that it would be better to set rules on categorisation, but to separate the actual categorisation of areas from those rules to create a living document. It has been suggested that a website might be used, so that anyone who has an interest could have a look at a particular geographic area.
