(S2O-8833) If the new payment rates lead to a higher level of good-quality applications to the organic aid scheme that cannot be met within the existing allocation to that scheme, I will review the allocations to other schemes within the rural development budget with a view to transferring more funds to the organic aid scheme budget. Notwithstanding the outcome of that case—I appreciate that the matter is sub judice—for the sake of securing trust and confidence in the future of the service and addressing the damage that has been done to my constituents and in the interests of justice, does the minister agree that my constituents deserve the right to have their affair considered independently and to have their account examined in a public forum? I recognise that Ken Macintosh and Des McNulty have both made strong representations on behalf of their constituents—I said that in a previous parliamentary answer at the beginning of December 2005.

Will the minister clarify whether the opportunity for anonymity, which I understand is available to callers, is encouraging people to come forward who in the past might have hesitated to get in touch because of the fear of intimidation? Does that account for the rise in call volume since the campaign began?

I am surprised that Rob Gibson would think it particularly partisan of the two local members to take the trouble to go on their own account to meet the commissioner. To try to persuade the Commission on ferry fares seems to be a perfectly proper move for a constituency MSP to make.
