Jason Henderson: • Explained that he was going to talk about SCVOs Fair Funding principles. • Fair Funding principles have been developed over a number of years on the back of extensive engagement across the sector, and engagement and refinement has not stopped. • Fair Funding principles are an array of policy asks and principles aimed at the Scottish Government • JH highlighted that most of the asks do not require additional resourcing. • The asks are: o Multiyear funding o Sustainable funding o Flexible funding o Accessible funding rd • Current data produced by SCVO through the 3 Sector Tracker shows that the current circumstances for large parts of the voluntary sector are unsustainable. • There has been commitment from the Scottish Government to introduce what they call Fairer funding by 2026 as a response to SCVO fair funding calls, although the name can sometimes cause a bit of confusion between the two. • SCVO’s aim is to try and use the time between now and 2026 to influence the Scottish Government so that as much of that Fairer Funding commitment as possible reflects Fair Funding principles. • the Scottish Government has announced a pilot of two year funding grants to 45 organisations selected based on government policy objectives. • some progress has been made on improving issues around timely notifications, and that's something SCVO are going to be monitoring over the next couple of months • SCVO have been appreciative of the work undertaken by others in the sector supporting those calls.

Ministerial Statement: The Cabinet Secretary for the Environment, Climate Change and Land Reform (Roseanna Cunningham) made a statement and answered questions on the Draft Climate Change Plan. 6. The Future of Funding for Rural Development: The Cabinet Secretary for the Rural Economy and Connectivity (Fergus Ewing) moved S5M-3463—That the Parliament acknowledges the importance of public funding for rural development to help drive forward Scotland’s rural economy and continue to carry out works to protect and enhance the natural environment; notes the significant contribution made by EU funding and welcomes the continuation of that funding until 2020; regrets that the current UK Government has failed to provide Scotland with its fair share of funding for rural interests; is concerned at recent statements by UK ministers on their intentions for future funding for rural development; notes the substantial potential adverse impact that such changes could have on rural Scotland after 2020; is further concerned at UK ministers’ apparent desire to create a UK-wide policy approach on devolved rural matters without consultation with, or the agreement of, the Scottish Parliament and Scottish ministers, and resolves to continue to make the case for fair funding for rural development in Scotland that best meets its needs and interests and to ensure that the current devolution settlement is enhanced through repatriation of appropriate powers and the devolution of additional powers to protect rural Scotland’s interests.

S6M-03566: Joe FitzPatrick: Alcohol Management in Deep End Practices –That the Parliament welcomes the new report, Exploring the management of alcohol problems in Deep End practices in Scotland, which was funded by Scottish Health Action on Alcohol Problems (SHAAP) and carried out by researchers at the University of Dundee and University of Stirling, and which highlights the effectiveness of the Primary Care Alcohol Nurse Outreach Service (PCANOS) model in Deep End practices; understands that alcohol continues to cause a significant amount of harm in Scotland, including in Dundee; further understands that, in 2020, alcohol was directly responsible for 1,190 deaths in Scotland, with death rates 4.3 times higher among those living in the most deprived areas; highlights what it sees as the effectiveness of the PCANOS model, including its person-centred approach, one-to-one and flexible nature, and the fact that it enabled collaborative working between practice staff; notes the calls for investment into alcohol services that reflects the need across the country; further notes that the report calls for more research to be carried out to establish an evidence base on the effectiveness of unique services such as PCANOS, in supporting people with moderate to severe alcohol problems who do not engage with alcohol services, and notes the calls for the Scottish Government to carefully consider the report's recommendation for the PCANOS model and other alcohol treatment services to be rolled out across Deep End practices, with long-term funding, to enable as many people as possible with alcohol problems, who have complex needs, to be supported.
