Indeed, I could argue that budgets that are already in place should be prioritised and should take account of established best practice in local government.In the chamber on 11 December last year, I highlighted my concern about the public authorities' potential loss on investments in Icelandic banks. The Scottish Government has announced that it will issue statutory guidance not to make provision in its 2009-10 budgets for any potential loss on investments in Icelandic banks.
It has been put to me that there is a fear that banks will use that as an opportunity to intervene and review, and perhaps change the arrangements that they have made with housing associations.
