However, we must remember that, although the vast majority of those volunteers would never dream of harming children, it is sadly the case that there have been serious cases in which children have been abused through the involvement in such activities of volunteers and paid officials.I stress again that I want a system that is not overly bureaucratic, but which gives the best protection to our children.
