It is important that we allow the parliamentary authorities to have proper discussions with the broadcasters about how best to handle the matter. It is not in the Procedures Committee's remit simply to say that we will have question time at 12 o'clock and that the BBC will cover it live.
Perhaps we could ask the Scottish Executive whether it would consider examining the feasibility of some kind of trans-European exchange of best practice between Germany and Scotland.
The Parliament, however well intentioned, might have come up with the Regulation of Care (Scotland) Act 2001, but what lies beneath the bills that we put through the Parliament is always important, and the best of intentions frequently turn sour.
