Letter from CabSecCAE response to the Committees letter regarding the Biodiversity Beyond National J
Whilst we still expect to lodge the planned supplementary LCM with the Scottish Parliament for the remaining clauses, including any amendments, by mid-December, we now expect the Lords Report Stage to take place after Christmas recess. This means the consent process does not need to be finalised before Christmas recess, but instead in early January.

There is probably an efficiency built into that, but it clearly is not the best thing for households whose economic circumstances change after the qualifying date in November. At this time of great uncertainty, with a cost of living crisis and a recession, many households’ circumstances may, indeed, change after the qualifying date, but they will receive no support, whereas those who meet the criteria before the qualifying date will get the support.

Deposit and Return Scheme for Scotland Regulations 2020 [Draft] - Annexe C
The Committee originally planned to hear from your officials on 24 March, however, given the current circumstances, we have agreed to write, seeking further information, before considering the motion in relation to the regulations following the Easter recess.
The Committee notes that the regulations have been amended to include a commencement date of 1 July 2022, at which point the scheme would be considered be fully operational.

Budget 2023-24 - Economic growth and inflation
On economic growth, the SFC notes that Scotland is already in a recession which is expected to last six quarters, with a ‘peak to trough’ fall in GDP of 1.8 % (in other words, the lowest GDP is expected to fall compared to the start of the recession is by 1.8 percentage points).
