Scotland has exceeded the target that the UK Government set in 1999 to reduce by a quarter between 1998-99 and 2004-05 the proportion of children who live in low-income households. I ask Mr Neil why the Scottish National Party has no policies to deal with the under-threes if it thinks that it is so important to take action in such fields.
