These powers have not been used to date. However, in October 2023, the Scottish Government announced its intention to start actively exploring the issuing of bonds, with a view to using the finance raised to support infrastructure investment.
Many of the personal experiences that we heard about pre-date the Angiolini review, and the work done by policing bodies and others within the criminal justice system to implement the review’s non-legislative recommendations, but not all.
