As you will realise, 60 is slightly less than half the present number of temporary sheriffs; the fact that that number has been set in the bill is a conscious recognition of the fact that the system had become too dependent on temporary sheriffs. The number is a best estimate of the ceiling that we envisage, but there is a desire to keep flexibility.

We can certainly have evidence sessions without producing a report, and that has been done before, but I am concerned that we tend to embark on oral evidence sessions and then bring in a special adviser.
