I hope that the minister will acknowledge that the amendments that I have lodged are part of the due process of holding to account the Executive when it brings emergency legislation before Parliament.Amendment 5 would repeat amendment 1 in respect of lifting the declaration of incapacity; it, too, is a paving amendment.

I think that it is relevant to retain the existing structure if it works effectively; however, with its power over the operation of rail franchises, Parliament can change that structure and consider other mechanisms for checking the rail system and holding it to account. The question is, that motion S2M-4424, in the name of Tom McCabe, be agreed to.

In your submissions, both of your organisations identified the fact that 226 people died in 2003 as a result of accidents in the home. Apart from fires, which account for 70 or 80 of those deaths, are there any large categories that are a major concern?

There are many variables to take into account but, basically, if half the parties in the Parliamentary Bureau support the bill and the Executive has said that it will not introduce legislation in this area, the bill can be introduced.
