I cannot think of a hard example at the moment, but I can think of difficulties that members might have in pinning down certain information, such as lapsed interests and future interests. We are now taking into account the possibility that someone might require to undertake further investigation before declaring the full value of their interests.

In addition to maintaining the independence of the commissioner, it is vital to ensure that he or she is accountable. I am reassured to see that the bill will make provision for that through the arrangements for reports on individual complaints to be made to the committee and for annual reports to be made to the committee and to the Parliament.
