My main concern is the lack of indicators. We can have the best policies in the world and positive intentions, but if indicators are not written into budget documents, it is difficult later to scrutinise what has been done and how things have been achieved.

I accept the fact that there are conflicting views on that, but we probably had the best turnout for local elections in Scotland for a very long time, which I think helped add democratic legitimacy to the councils that were elected.
