Supported by: David Torrance*, John Finnie* *S5M-03149 Alex Cole-Hamilton: Forced Live Organ Harvesting in China That the — Parliament notes worldwide concerns over the reported practice of harvesting organs for transplantation from live prisoners of conscience, including practitioners of Falun Gong, Uyghurs, Tibetans and select House Christians, which is organised by the Chinese Communist Party; understands that, according to an independent investigation conducted by the former Canadian Secretary of State for Asia-Pacific, David Kilgour, the international human rights lawyer, David Matas, and the investigative journalist, Ethan Gutmann, the People s Republic of China performs ’ between 60,000 to 100,000 transplants a year without an effective organ donation system; regrets that, according to a report from Freedom House in 2015, Falun Gong practitioners comprise the largest proportion of prisoners of conscience in China, and that they face an elevated risk of dying or being killed in custody; notes that the European Parliament adopted an emergency resolution in December 2013 calling for China to immediately stop harvesting organs from living prisoners of conscience; understands that Israel, Spain, Italy and Taiwan have passed legislation restricting their citizens from traveling to China to receive organ transplants from illicit sources; further understands that the US House of Representatives unanimously passed a resolution on 13 June 2016 expressing concern over persistent and credible reports of systematic, state-sanctioned “ organ harvesting from non-consenting prisoners of conscience in the People s Republic of China ; ’ ” condemns the practice of state-sanctioned, forced organ harvesting in China; believes that steps should be taken to create a criminal offence for Scottish residents to travel to China to receive an illicit organ transplant; calls on the Chinese Government to end what it sees as this grave violation of human rights, as well as the 17-year-long persecution of the Falun Gong spiritual practice, and further calls for the unconditional release of all Falun Gong practitioners and other prisoners of conscience.
