I believe that such important aspects must be taken into account when we consider the argument in the round.As for Mr Monteith's point about higher than forecast income from rates, we must recognise that Government always has to make some estimate and put prudent planning at the core of its decision-making process.

In short, we would consider our circumstances at the time. We would take into account whether we could safely and securely accept the prisoner without prejudice to the overall stability of the Scottish prison system before we made such a decision.I suppose that those two sets of issues would need to be considered.
