Does he agree that the police are under strength in Inverness city centre and that the rise in the population in Inverness during the day, because of people travelling to the city to work, and in the evening, because of people travelling to the city to play, is proportionately far larger than that in any other city in Scotland, and that it is not taken into account in the calculation of police numbers?

In considering the award of damages, the court may take any contributory negligence by the claimant into account. As I said, that provision is a reflection of the current position and does not change the law in those areas.

I understand that the council intends to build the houses under the prudential borrowing rules, which state that the council can go ahead, providing that it does not have high housing debts and if it can pay back the loan from its housing revenue account. What is good for Midlothian is good for the rest of the country.
