Why should we pass a bill that is based on a wing-and-a-prayer hope that those institutions will live up to their responsibilities when, to date, many of them have quite blatantly not done so?
I have two questions about that. First, between those dates, when did you sign off the moderation scheme and when did you begin moderating the results?
One of the new things in the bill is the proposal that the utilities will need to state a start date and finish date for any works that they undertake.
We will need to double-check and come back to the committee on that. If the minutes are a year out of date, that does not suggest that you are hugely accountable, does it?
That is one of the key issues that the RSE has raised in its submissions to date. It is not that governance is not important, but we need to understand better the evidence on how a change in governance will lead to improved outcomes.
Our immediate priority is to ensure that the frameworks that exist under the EU arrangements are carried over, and then, at some future date, we can look at how to improve them.
