I do not think that there is any issue with the Lord Advocate being the person who exercises the powers of enforcement; however, that should be done in his capacity as a minister of the Scottish Executive and with the collective accountability of that position. Would it be possible to get some reading material on the technical background to the proposed directive? Although we have taken into account parts of what the directive would cover, we do not have any details about recycling of things such as semiconductors, which are generally made out of highly toxic materials, including germanium and arsenic.
